UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a latest survey of municipal councils, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of local authorities are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a significant number of authorities seeking to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Specific Cases of Proposed Disposals

Medway Council in southeast England announced its asset disposal plan included the sale of a shopping centre in Rainham and a community venue in Rochester to generate £20m over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Fiscal Strains

This research of councils in the coalition, which covers several urban centers, also found that over seven in ten of councils will have to raise local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both improved services and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities this week also found council budgets being stretched by the growing number of young people and adults requiring special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across key cities in the coming year,” the report added.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and responds to the real levels of deprivation and demand,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study revealed.
